Consultancy to Document the Impact of the work of Habitat for Humanity Tanzania (HFHT)

1.0 INTRODUCTION AND BACKGROUND

The housing need in Tanzania is estimated to be 3 million units with an annual increase of 200,000 units. Despite the notable efforts to enhance housing affordability in Tanzania, the challenge of affordability is still critical due to income levels of most households in Tanzania which are low; Majority of the population cannot afford a mortgage due to high rates, as well as other attached conditions; Only 2.3% of urban residents can afford mortgaged housing valued at USD. 58,000; 4.5 % of urban households afford mortgaged properties costing USD. 38,500; 18% of urban households can afford housing costing USD. 19,300 and so forth.

1.1 About Habitat for Humanity Tanzania

Habitat for Humanity Tanzania (HFHT) is a national NGO affiliated to Habitat for Humanity International (HFHI) .Since 1986, HFHT HFHT has been working in coordination with local communities and varied partners on a range of shelter-related programs including building, reconstruction, training, lending, disaster response and mitigation.

HFH brand in Tanzania is positively associated with improving the standard of living for low-income families through enhancing access to decent and affordable homes.

1.2 Main programs implemented by HFHT

  • Affordable Housing programme

Since 1986, HFHT worked with communities and local authorities to support design and development of various housing projects. The first housing products were in Kasulu in Kigoma. The project was then expanded to other regions including Dar es Salaam (Majimatitu-Mbagala), Tabora (Nzega and Nkinga), Dodoma ( Mvumi), Tanga (Korogwe), Iringa (Uhambingetu), Ruvuma (Liuli/Mbinga), Morogoro (Ifakara), Mwanza and Zanzibar. HFHT contributed skilled labour and durable building materials that were extended to homeowners through subsidized loans. The homeowners contributed unskilled labour and local materials. The program however experienced some challenges including slow growth and poor loan recovery leading to its closure between 2008 and 2010. Some affiliates under this programme were transferred to other institutions, one being Tanzania Gatsby Trust (TGT) and some SACCOS. Others were sold at discounted prices and while others were dissolved/written-off.

  • Housing Micro- Finance services provision

In 2009, HFHT introduced a Housing Micro Finance product known as “Makazi Bora” to provide housing micro-loans to low-income households to enable them to live in affordable and decent houses. This programme was implemented until 2019 when it ceased operations and the loan portfolio was sold at a discounted rate to former HFHT staff who then registered a Micro Finance Institution providing financing to enable low-income families live in affordable and decent houses. The Makazi Bora Finance (MBF) limited is a HFHT partner that provides financing to cover house repairs, renovation and finishing. (including roofing, flooring, plastering, painting, fixing doors and windows and electrical wiring, and auxiliary structures like water tapes and toilet improvements. This year 2022, the Makazi Bora Finance (MBF) is working with HFHT to provide group loans to women and youth groups and HFHT will study the product and document lessons for sharing widely with stakeholders.

  • Other efforts

Water Sanitation and Hygiene initiatives (WASH): In 2017 HFHT partnered with WaterAid Tanzania (WAT) and other stakeholders to install water infrastructure in Sangara village, in Babati district, benefitting more than 1900 people. The project portrayed a unique type of partnership and innovation in terms of composition of partners and expertise ranging from housing, microfinance, technology, and private sector participation in water service delivery. One of the outcomes of this project has been the improvement of housing conditions whereby community members improved their homes and generated income. It is also anticipated that a Community Housing Fund will be established through the water user fees.

Since 2020, following the COVID 19 pandemic, HFHT partnered with an NGO-My LEGACY to support WASH in schools and the community at large, as part of intensifying personal hygiene for prevention of diseases.

Wealth Creation through empowering communities economically: HFHT believes that home ownership is a long-term investment that has potential to open up a new world of opportunities. Families are often excluded from accessing basic services (financial services, utilities etc.) because they lack proper housing which could serve as an address and a collateral. Habitat for Humanity commitment for improving people’s lives, is not only through housing, but also through training in new skills to diversify livelihoods, and supporting communities to open their own businesses, and becoming financially independent In this regard, HFHT is working with MyLEGACY in forming women and youth groups for skills development focusing on entrepreneurship training so as to generate income which could enable them afford a better living environment. The training also focuses on clean energy through making charcoal using recycled waste.

Policy Advocacy: HFHT is committed to advocating for relevant policies that affect households in issues such as housing, land and microfinance. HFHT/Makazi Bora Finance was at one time the Secretariat of Tanzania Housing Microfinance Working Group whose main objective is to advocate for better housing and related matters in the country.

1.3 HFHT Strategic implementation framework

HFHT embarked on assessing the housing sector in Tanzania to understand the status of the housing ecosystem in Tanzania with a view to strategically define its programmatic engagement in an impactful manner that will add value to the housing value chain. According to the assessment, rapid urbanization which contributes to the housing deficit of an estimated 2 mil units (in urban areas), and 7 mil (in rural areas) with an annual demand of 200,000 units according to 2012 data which does not reflect the reality on the ground. Only a small proportion of population of urban households can afford decent housing. There are concerns around affordable housing such as housing deficit, housing quality and affordability, land management and regulatory systems for affordable housing, basic services for affordable housing, housing finance for ow income households, building materials landscape and design and building skills.

Housing is largely constructed incrementally due to high costs of building materials and experts, necessitating the engagement of artisans (fundis) on work packages basis. A number of recommendations were put forward including engaging in strategic partnerships with microfinance institutions with the view to rolling out friendly and affordable products to enable access to housing by low-income households; exploring the potential of innovative financial products to support various rental housing models so as to enhance access to adequate housing; implementing construction of cost-effective and environmentally friendly housing; partnering in research, training and awareness campaigns on use of affordable local building materials; assist in offering technical knowledge and skills in construction of affordable housing and support to small local institutions (e.g., CCI) in affordable housing development. These recommendations will pave way to developing the Strategy for Tanzania

2.0 OBJECTIVES OF THE ASSIGNMENT

Given the above background and history, this consultancy is among key activities aimed at documenting the impact of the work of HFHT in collaboration with partners and various stakeholders.

The overall objective is to document and produce a range of communication products that show the journey of housing in Tanzania while capturing the organisation’s achievements over the years – this includes on-site filming and interviews, creation of audio-visual content including videos, photos, case studies, success stories and a set of infographics.

The consultant(s) will be expected to travel to selected project areas/ districts where the programmes were implemented and speak with various stakeholders including but not limited to: community members, the HFHT Patron, former and current Board members and staff.

3.0 DELIVERABLES:

Habitat for Humanity Tanzania (HFHT) requires the services of a reputable firm or expert to undertake on-site filming and interviews as per the above outlined background and objectives. HFHT will require fully edited suite of short video interviews combined with motion graphics and supported with case studies, success stories and photos that include past and current programme activities. The consultant will work closely with the HFH Africa Communications Director with guidance from the HFHT programme team and Board Members

3.1 Segmented videos footage needs are as follows:

The video footage will include a 3-5-minute-long clip covering all content and shorter 1-3 minute clips that can be used on various platforms including social media (the number of short clips will be discussed and agreed upon) Below is a proposed outline which is open to revision:

  • Introduction and a narration of housing needs in Tanzania
  • Introduce HFHT and partners work over the years as well as the ongoing initiatives being implemented as part of the Tanzania programme work
  • Present the impact of the various initiatives
  • Conclusion of HFHT and partners work and national impact
  • HFHT contribution to the regional impact of housing
  • Closing

3.2 Written case studies / success stories

  • Based on interviews conducted and sites visited, develop case studies and success stories in formats that can be used for print and online platforms

3.3. Photography

  • A minimum of 300 high-resolution photographs, edited and captioned.
  • The team will also submit all original signed copies of HFHT consent forms.

3.4 Photo and story booklet

  • A photo and story booklet giving an outline of the housing background in Tanzania, brief history of HFHT work with partners, the transformative work in Tanzania, impact on livelihoods, stories and quotes from communities and various stakeholders, current initiatives and call to action.
  • The Consultant will also submit copy of all interview recordings and/or transcripts as appendices.

3.5 Infographics

  • HFHT requires infographics to support the interview videos.
  • The infographic will be high-resolution, A4 size for printing and web, and shall focus on:
  • The status of housing in Tanzania
  • Who HFHT is, our work and geographical reach of the various initiatives
  • Partners and community engagement
  • Problems / issues which the initiatives are trying to solve, as a part of the housing journey
  • Actions being taken, outcomes and impacts to date
  • Next steps
  • HFHT and partner logos

4.0 QUALIFICATION / PROFILE OF THE SUITABLE SERVICE PROVIDER

  • Minimum experience of three (3) years’ documented work experience in the area of film/reportage/documentary writing, producing, directing and editing. Previous experience in developing documentary films about activities carried out by development organizations will be an advantage. – Links to samples of similar work done along with references should be included.
  • Exceptional video production skills (Applicants with proven existing partnerships with media networks will have an added advantage).
  • Access to highest quality filming, light, sound and editing equipment.
  • Ability to operate under strict time limits and apply high production and technical standards for the purpose of maintaining high level of professionalism.
  • Ability to communicate and conduct interviews in English and Kiswahili (including translating the interviews in English where necessary)
  • Willingness and ability to conduct interviews with key stakeholders in consultation with HFHT

5.0 TECHNICAL PROPOSAL

The Technical Proposal should clearly and specifically cover but not necessarily be limited to interpretation of the Terms of Reference

Criteria for assessment and scores (percentage-wise) are as follows:

Demonstrations of the understanding of the work to be done, a proposed work approach and methodology at 25%

Creativity: A proposed design and production approach demonstrating innovation and ingenuity at 30%.

Capacity: Copies of CVs for the principal consultant for the proposal should be attached to the application at 25%

Detailed work plan, which must include clear timetable/ schedule of the work activities that will be performed - 20 %

6.0 FINANCIAL PROPOSAL

The financial proposal should provide a clear and detailed breakdown of all costs that would be associated with undertaking the entire assignment together with the proposed payment schedule. Only bids that have attained a rating above 70% in the technical evaluation will proceed to the financial evaluation stage.

7.0 COPYRIGHT AND INTELLECTUAL PROPERTY RIGHTS

In consideration of the fees paid, the consultant expressly assigns to HFHT any copyright arising from the works the consultant produces while executing this contract. Noting that the consultant will also be acknowledged and credited accordingly as per the HFH formats.

The consultant may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from HFHT.

All materials directly related to this assignment must be handed over to HFHT at the end of the contract in digital form. This excludes materials obtained independently by the consultant.

All legal arrangements related to the acquisition and use of additional materials will be the sole responsibility of the consultant.

8.0 REPORTING

The successful bidder will work closely with the HFHT Programme Manager and in close consultation with the HFH Africa Communications Director.

9.0 CONSULTANCY ARRANGEMENTS

It is the responsibility of the appointed consultant to ensure that work is done diligently and to the highest possible standard.

10.0 PAYMENTS

The consultant shall be paid the agreed fee in instalments and details will be provided in the final contract. Payments will be done as per the agreement between the consultant and HFHT.

COST OF PREPARING: The bid shall be prepared and submitted entirely at the expense of the tenderer/supplier.

11.0 VALIDITY OF PROPOSAL

The quotation shall remain valid for a period of 90 days from the submission date stipulated in this document. Any tender that is incomplete is liable for disqualification.

12.0 AWARD

The successful bidder will receive written notification and will then be asked to make presentations of how they are going to carry out the tasks stipulated in these TORs– with an opportunity given to panelists to ask questions/make clarifications/and/or suggest best ways of carrying out certain activities for this assignment before signing a contract agreement with HFHT after negotiations.

HFHT shall notify the approved bidder (if any) of such acceptance by letter of submission during which the Tender will remain valid as per the provision of the tender conditions. HFHT does not bind itself to accept the lowest tender proposal, or any proposal, but reserves the right to accept or reject any proposal in whole or in part without added reasons to the action.

13.0 DURATION OF WORK:

The content creation and production is expected to take approximately 60 days. The consultant is expected to submit a schedule detailing the tasks to be undertaken and duration before, during and after content gathering.
